Summary

Canadian general Romeo Dallaire takes command of the small UN force sent to Rwanda in 1993 to oversee the Arusha accords between the government and the Tutsi-led RPF. As Hutu militias arm themselves and radio broadcasts turn openly murderous, his warnings to UN headquarters in New York are answered with tighter limits on his mandate. After the president's plane is shot down in April 1994 and the killing starts, Dallaire is left with a few hundred troops, no authority to intervene, and thousands of civilians sheltering behind his lines. Roger Spottiswoode's Canadian drama, with Roy Dupuis as Dallaire, adapts the general's own memoir of the genocide.
