Summary
After a wave of terrorist bombings strikes New York City following the covert abduction of an Islamic leader, an FBI counterterrorism agent and a CIA operative clash over how to track down the cells responsible. As the attacks escalate, the President declares martial law and a U.S. Army general occupies Brooklyn, rounding up Arab-American men and forcing the agents to confront the constitutional cost of the crackdown.
