Summary
In an experimental sociological test, the New Founding Fathers of America stage a 12-hour purge confined to Staten Island, paying residents to stay and participate. As violence escalates beyond what the government anticipated, a local drug kingpin and a community activist fight to protect their neighborhood from outside mercenaries sent in to ensure the experiment succeeds.
